What kind of predictions are these?
This page predicts what stories will be told, not what will happen. We observe media ecosystems — not the war, not the oil market, not the negotiations. When a prediction says "oil above $95," it is testing whether the information conditions sustaining that price floor remain intact in our corpus, not offering a commodity call. When it says "Gulf framing fractures," it is predicting how editors and state media will behave, not how governments will act.

Type E predictions are about ecosystem behavior we directly observe: who amplifies whom, which narratives gain traction, what editorial patterns emerge. Type EW predictions are about how real events get differentially constructed across ecosystems. Type W predictions are about the world — our weakest category, because we see events only through the mirrors our sources hold up. The scored track record below is a measure of how well we read those mirrors, not a measure of privileged insight into the world they reflect.

Iran Strikes Monitor — September 28, 2026

Day 213 of the US-Israeli air campaign against Iran. Hours 5067–5091 since first strikes at ~06:10 UTC, February 28.

This forecast covers editorials #675 through #676, published between 10:00 and 22:00 UTC on September 27. It scores yesterday's predictions against what our editorial corpus actually recorded, then offers new predictions for the next 24 hours.

How this works

This observatory monitors the information environment around the US-Israeli strikes on Iran, not the war itself. We track 55 web sources and roughly 50 Telegram channels spanning Chinese, Russian, Iranian, Israeli, Arab, Turkish and Global South ecosystems. A panel of seven simulated analysts produces an editorial meta-analysis twice daily, and each cycle we publish falsifiable predictions and score them in public. Predictions are typed: Type E (ecosystem behaviour we observe directly), Type W (world events visible only through ecosystem reflections), and Type EW (how one real-world event is differentially constructed across ecosystems).

These predictions are about what stories will be told, not what will happen. When we name a transit count, a barrel figure, a hull designation or a casualty total, we are testing whether the information conditions that keep that object visible and contested in our corpus hold — not offering a verification, a trading signal or an intelligence estimate. By design we do not monitor Western mass media directly — AP, Reuters, WSJ, Axios, NBC, Fox, Telegraph, AFP, Guardian, Washington Post, Economist, Politico, Foreign Affairs. They reach us only as reflected, amplified and reframed by the ecosystems we study, often several mirrors deep. About our methodology.

Where we are

The Hormuz dispute has moved from terms, to standing, to instruments. In #675, the substantive American position reaching us through mirrors was that Iran lacks standing to set any conditions on a strait it does not control, while Saudi Arabia's foreign minister demanded restoration of pre-February-28 conditions "without any fees or restrictions." By #676 both sides had stopped asserting and started citing: Trump's claim of record transit volume and the Treasury Secretary's "over a billion barrels against zero for Iran" on one side, Parliament Speaker Qalibaf's $35–50 premium argument and Fars-published satellite imagery of an empty transit lane on the other. The contest is now over who owns the verifying instrument. Follow Strait of Hormuz & Oil.

Two objects travelled faster than their own content could stabilise. A Persian Gulf Strait Authority notice to shipowners — bureaucratic text about charterers and route compliance — reached seven ecosystems in roughly three hours, and Al Arabiya republished it as an escalation threat. Then the IRGC Navy's announced capture of a second US underwater vehicle passed through three platform identities in twelve hours: REMUS 600 across Iranian state media, an "unmanned surface vessel" via Intelslava, an Anduril Dive-LD per the resistance aggregator FotrosResistance, and finally a Mk 18 Mod 2 Kingfish from the IRGC's own spokesman, carried without correction. Al Mayadeen had published a five-post technical dossier on the vehicle's sonar and data memory before the identification settled.

Baghdad's silence became a quoted artefact. An Iraqi official told Al Jazeera that the flight suspension is contingent on ground-handling companies complying with US Treasury instructions, that those companies declined services, and that the absence of any announced government position reflects "the sensitivity of the file." Around that admission, the resistance-aligned ecosystem built religious and popular-pressure carriage: the Islamic Supreme Council declaring cooperation with Iran's enemy haram and breaking the blockade wajib, Nujaba calling for a Najaf airport sit-in, a Basra tribal sheikh's 48-hour ultimatum. ISNA and Mehr then reported resumption within 24 hours, sourced to "Iraqi media," with no Baghdad confirmation anywhere in our corpus. Follow Regional Focus: Iraq.

Counting held steady while attribution moved, and one English village was narrated entirely by other people's ecosystems. The Sanaa health ministry's Taiz market figure barely shifted across a dozen outlets; what changed was whether responsibility was named, hedged or withheld — Xinhua filed it under "conflicting accounts," Haaretz as "Houthis Say." The RAF Fairford incident reached us through Al Arabiya, Al Hadath, Radio Farda and Russian milblogs converging on an identical descriptor — "a British-American base used in striking Iran" — with the USAF declining comment and British official material almost absent. Our largest source bloc again spent much of its volume elsewhere.

Yesterday's scorecard

Both scored editorials were published after yesterday's forecast, with the standard one-hour window overlap. Fifth consecutive uncontaminated scoring set.

# Prediction Type P Verdict
H1 Throughput arithmetic load-bearing in ≥3 ecosystems E 78% Confirmed. Trump's record-volume claim via TASS and Al Jazeera, Bessent's billion-barrels-against-zero, Qalibaf's $35–50 premium pushed by four Iranian outlets and crossing into Intelslava and SolovievLive, Fars satellite imagery counting five crossings last weekend and none Sunday, and AJA's Kharg Island paralysis imagery. Counts, not capability or law, carried the argument in every ecosystem that made one.
H2 Cordon enumerated while its authorizing text stays outside our corpus E 84% Confirmed, seventh consecutive window, and the unit of enumeration moved again — from closures to carve-outs to commercial intermediaries. An Iraqi official named ground-handling companies as the enforcement layer and US Treasury instructions as the authority; Bessent described isolation proceeding in phases across crypto, aviation and shipping. No outlet published, quoted or linked the primary text.
H3 Baghdad procedural, mobilisation in religious idiom, no legal adjudication E 72% Confirmed, in the strongest available form: the Iraqi state's own official told a Gulf outlet that there is no announced position, and gave the reason. Against that, haram/wajib clerical framing, a Najaf sit-in call, Basra protests and a tribal ultimatum. No cabinet decision, court ruling or aviation-authority determination entered our corpus. The corrected form of Thursday's miss scored cleanly.
H4 Iranian strait paperwork outpaces enforcement confirmed outside Iran-aligned carriage E 70% Partial. The paperwork continued and Fars's claim of nineteen vessels engaged over two nights was sourced nowhere outside its own relay chain. But the announced seizure of an undersea vehicle reached Rudaw, Malay Mail, Xinhua and the Jerusalem Post — carriage of an enforcement-type event outside the aligned bloc, even though all four hedged it as an Iranian claim and no shipping, insurance or port source registered the designated routes as operative. The prediction's boundary between "event" and "claim of event" is too loose to survive another window.
H5 Borrowed adversary authority load-bearing in ≥3 ecosystems, once turned against its producer E 80% Confirmed. Iranian state outlets built an entire ledger of American self-harm out of Foreign Affairs, the Washington Post, the Economist, Politico and the Financial Times; AJA and Radio Farda ran WSJ sanctions reporting; Al Jazeera carried the Telegraph citing British security sources on a possible Iranian link at Fairford. The sharpest instance was an American policy journal used as the evidence base against American power.
H6 Civilian ledger stays sorted by ecosystem, crossings isolated E 72% Confirmed, with a refinement we owe the reader. Yemen's two victim sets remained mutually unreadable, Al Arabiya alone reported Djibouti's arrival capacity, and UNESCO's heritage documentation travelled through a single Iranian carriage. But the Taiz figure did cross into Chinese and Israeli carriage. What stayed sorted was not the count — it was the attribution, which is a different measurement and we will test it directly today.
H7 One utterance in ≥3 cuts, ≥1 genre conversion, one cut repudiated by its own side EW 76% Partial. Araghchi's NBC appearance was re-cut into doomsday-war readiness, NPT-compliant 60% enrichment, indifference to US midterms and a day-six/day-seven Hormuz timetable — four cuts, with an interview answer converted into a diplomatic instrument. The repudiation limb landed on adjacent objects instead: IRNA and Fars pre-emptively killed a Gulf-reported negotiating round, and the IRGC's own spokesman overwrote its media's platform identification. The conjunction on a single text failed.
H8 Countable object at ≥3 incompatible magnitudes, ≥1 outlet prosecutes the gap EW 74% Confirmed twice. On throughput: record volume, over a billion barrels, an empty Sunday lane, a $35–50 premium — with Qalibaf's "either the oil market is stupid or America is lying" making the discrepancy the entire argument, amplified across four Iranian outlets into Russian and OSINT feeds. On Taiz: 7, ~50 and 47, with Xinhua filing the story as "conflicting accounts." Inverting yesterday's failed clause was the right call; discrepancy-as-content is now a standing technique.
H9 Saudi nuclear file circulates in non-Gulf carriage, Gulf answers in disarmament register EW 66% Refuted. Neither limb was testable because the file left our corpus entirely — displaced by Fairford, the undersea capture and the Iraqi suspension. We predicted continued circulation of an object we had seen once. This is the third consecutive set in which our only failures were predictions requiring something to keep appearing or keep not appearing.
H10 Iran-origin claim gains specificity without gaining sourcing EW 68% Confirmed, on the cleanest specimen in our record. An Iranian state announcement became, within the hour, an Al Mayadeen five-post dossier on side-scan sonar, autonomous navigation and onboard data memory; Intelslava reclassified the platform; FotrosResistance renamed it outright. Detail accumulated at every crossing and no new source was cited at any of them.
H11 ≥8 new named objects across ≥3 categories, incl. a new maritime or financial print W 84% Confirmed, eighteenth consecutive window. REMUS 600, Mk 18 Mod 2 Kingfish, Anduril Dive-LD, a $35–50 premium, over a billion barrels, nineteen vessels in two nights, five crossings and none Sunday, 756 targeted operations in 72 hours, 47 dead including five children, four named-as-Iranian technical personnel, Whelford, Mayfadoun, Lavan Island, five Caspian delegations.
H12 Seven-day clock stays unstartable, refusal treated as provisional W 58% Confirmed, second consecutive window. The plan was re-articulated in finer detail than ever — Hormuz opening on day six, talks on day seven — while remaining undated. Tehran passed considerations via the Qatari mediator and denied a round that two Gulf outlets had announced; Trump said he expects more talks this week. No outlet dated the start, published an official US text, or reported the offer withdrawn.

Summary: 9 confirmed, 2 partial, 1 refuted, against a mean stated probability of 74%. Our best set on record, and the calibration reading is that we are now under-confident on the structural Type E and Type EW measures — seven of them have held for five or more consecutive windows and we keep pricing them in the seventies. Two lessons carry. The inverted H8 worked: these ecosystems prosecute discrepancies as content, so predicting the prosecution beats predicting the silence. And H9 confirms a pattern we can no longer treat as bad luck — any prediction whose verdict depends on a specific object remaining in a corpus this crowded is a prediction about our own sampling, not about the ecosystems, and we are retiring that form.

Today's predictions

Review window: editorials published through ~22:00 UTC, September 28, 2026.

H1 (84%) [Type E]: The Hormuz argument is carried primarily by verification instruments, with at least one ecosystem citing the market itself as arbiter. Both sides have moved off assertion onto satellite imagery, transit counts, barrel totals and price premia. Confirmation is three or more ecosystems resting a Hormuz claim primarily on an instrument — imagery, a count, a spread, an insurance or freight figure — rather than on capability, law or intent, with at least one invoking market behaviour as evidence against an official statement. Refutation is a return to declaration and threat with numbers decorative. We are measuring what these ecosystems currently accept as proof, not whether any figure is accurate.

H2 (86%) [Type E]: The enforcement cordon keeps being enumerated through commercial intermediaries while its authorizing text stays outside our corpus. Seven consecutive windows, with the reported unit now ground handlers, insurers, exchanges and carriers rather than states. Confirmation is further named intermediaries refusing, complying, exempting or resuming service — with no outlet publishing, quoting or linking primary US Treasury language. Refutation is the operative document circulating, or a Treasury-origin item reaching us directly rather than through a belligerent-aligned relay.

H3 (76%) [Type E]: Baghdad's non-position is reported as a non-position, and resumption is announced by Iranian outlets before any Iraqi confirmation. An Iraqi official has already told a Gulf outlet there is no announced government stance and explained why. Confirmation is further Iraqi material in the administrative or anonymous register alongside clerical and factional mobilisation, plus at least one resumption, exemption or timetable claim sourced to "Iraqi media" rather than to a named Iraqi institution. Refutation is a binding Iraqi instrument — cabinet decision, court ruling, aviation-authority determination — entering our corpus, or Baghdad adopting the religious frame.

H4 (74%) [Type E]: The captured-platform file keeps gaining technical detail while its identity stays unsettled or is re-designated without correction. Three platform names in twelve hours, a capability dossier published before identification, and the captor's own final designation carried by outlets that had printed a different one. Confirmation is further capability, provenance or exploitation detail — sonar specifications, data recovery claims, mission attribution, a third or fourth designation — with no outlet in our corpus publishing a correction to its earlier identification. Refutation is convergence on one designation with corrections issued, or the file dropping out of circulation.

H5 (80%) [Type E]: Borrowed adversary authority is load-bearing in ≥3 ecosystems, and at least once arrives through two or more mirrors. Al Jazeera citing the Telegraph citing British security sources is the form that matters now: the chain of custody is part of the claim's authority. Confirmation is three or more ecosystems resting a claim primarily on Western reporting they do not own, with at least one instance where the citation passes through two or more intermediate outlets before reaching us. Refutation is ecosystems asserting in their own names, or single-mirror citation only.

H6 (70%) [Type E]: The Fairford file stays narrated by non-British ecosystems, with British official carriage limited to police procedure and non-comment. Arab, Iranian-service, Russian milblog and Israeli channels converged on one descriptor and supplied the granular texture; the USAF said it would not discuss protective measures. Confirmation is further Fairford material — suspect attribution, threat-level reporting, base-posture detail, pretext framing — arriving predominantly through non-British ecosystems while British-origin items stay procedural. Refutation is substantive British official or British-press-origin narration reaching us directly, or the story exiting the corpus.

H7 (78%) [Type EW]: A casualty count holds steady across ecosystems while attribution is added, hedged or withheld by ecosystem. This is the refinement our H6 miss demanded: the number travels, the responsibility does not. Confirmation is a single harm figure appearing in four or more outlets across three or more ecosystems within roughly one order of magnitude, where the named responsible party differs, is hedged into a claim, or is omitted, depending on carriage. Refutation is the count fragmenting into incompatible magnitudes while attribution stays constant, or convergence on both.

H8 (76%) [Type EW]: A countable object arrives at ≥3 incompatible magnitudes and at least one named outlet makes the discrepancy its subject. Confirmed twice yesterday, on throughput and on Taiz, which moves this from experiment to standing measure. Confirmation requires both limbs: a countable object — transits, barrels, casualties, vessels, operations, flights — carried at three or more mutually inconsistent magnitudes, and a named outlet whose story is the gap rather than one of the figures. Refutation is three magnitudes circulating with nobody prosecuting the contradiction.

H9 (70%) [Type EW]: A negotiation is reported by Gulf outlets and denied by Tehran, or the reverse, with the denial travelling as far as the report. Two Gulf channels announced a Washington–Tehran round and Iranian state media killed it pre-emptively while confirming a Qatari-mediated transmission the same day. Confirmation is a further talks, channel or venue report originating in one ecosystem and being denied, corrected or declared false by the reported party's own outlets, with the denial reaching at least two ecosystems. Refutation is talks reporting travelling unchallenged, or a denial staying inside its origin ecosystem.

H10 (72%) [Type EW]: An Iran-origin claim gains specificity in non-Iranian carriage without gaining sourcing. The mechanism is now documented three sets running, and yesterday produced its cleanest specimen. Confirmation is an operational, leadership or capability claim originating in Iranian or resistance carriage acquiring target class, technical specification, location, count or named actor as it crosses into Russian, OSINT or Israeli channels, with no new source cited at the crossing. Refutation is such claims travelling with detail intact or degraded, or staying inside their origin ecosystem.

H11 (86%) [Type W]: At least eight new named objects enter the corpus across ≥3 categories, including a new maritime or financial print. Eighteen consecutive windows above threshold, and the maritime-financial condition has now held twice with fresh figures each time. Confirmation is a tally from the next published editorials, with the transit-price-volume category producing at least one magnitude not already in circulation. Refutation is a structurally quiet window, or maritime and financial reporting that only recycles yesterday's numbers.

H12 (56%) [Type W]: The seven-day clock stays unstartable, with mediated channels remaining the only named route. The plan has now been articulated down to day six and day seven while remaining undated, and the substantive traffic runs through Doha and Muscat rather than through either capital's statements. Confirmation is further carriage of the plan or the American response as provisional, with mediator activity reported and no outlet dating the clock's start, publishing an official US text, or reporting the offer withdrawn. Refutation is any of those three. We keep this low because an instrument designed to survive both expiry and refusal is also one that a single dated statement ends.

What we can't see

By design we do not monitor Western mass media directly: the NBC interview, the Axios remarks, the Telegraph's security sourcing, the WSJ threat-level report and the Foreign Affairs argument Iranian state media built a ledger from all reached us through belligerent-aligned intermediaries, each keeping a different half. Iran's information environment arrives through channels curated by the long internet blackout, biasing toward sources with the infrastructure to circumvent it. Three blind spots are acute today. We hold no maritime, insurance, forensic or hydrographic layer, which is why three platform designations, a nineteen-vessel claim and four incompatible throughput figures coexist in our corpus with nothing to arbitrate them. Britain is effectively unobserved as a source ecosystem — the Fairford story reached us as a reflection in four hostile mirrors and one non-comment. And our largest collector remains oriented elsewhere: on the Russian channels we scrape, a Serbian political resignation outdrew the Hormuz capture twentyfold, so on both the Iraqi and the measurement files our biggest source bloc contributed almost nothing independent. We again withheld items resting on one channel with no echo, which is the correct call and a reminder that our corpus records what circulated, not what happened.
